Comparative overview of small business development

Several industrial concerns of the Soviet era are very prominent within the regional business community. The Smolensk region has been relatively untouched by entrepreneurs of the ‘oligarch’ type so influential elsewhere, most likely because of the relative insignificance of natural resource extraction or metallurgy to the region’s economy. For better or worse, succession to directorships seems mainly to have been by orderly handover, rather than by insurgent style privatization.

Many of the region’s leading companies, even if privatized, bear Soviet-sounding names such as RossSelKhozBank, Smolensk Shoe Factory or Road Construction Machinery Factory named after Kalinin. Prominent business people heading de novo or substantially restructured companies in sectors such as retail, light manufacturing, agro-processing or finance are present in the region as well. 16

Although the leadership of big business in the region has a strong ‘retro’ flavor, numbers of small companies relative to the labor force increased sharply, beginning in 2004.
